I think Charlie being upset at first is because it was Vaggie that told her a lot of the bad things about angels being untrustworthy etc so it's understandable she would be upset about Vaggie being an angel. If she said all angels are liars then makes sense to think Vaggie would be too. But like all things some communication helps sort out a lot of problems so good she had Rosie to talk to since I doubt Alistor would give such sage advice.
