Naomi was not intended to be seen in AwSW. I knew she was part of the town's police force (hence why she was mentioned by name), but the game already had so many police characters with Bryce, Maverick and Sebastian that I figured we didn't need her visible in the game. AwBH on the other hand was perfect to finally show her in the chapters that focus on the police members.
