Honestly the world governments do not want to end world hunger. In fact much of the first world countries, and a good portion of the second world countries, needs the third world countries to stay poor and hungry so that they can be exploited for their mineral wealth and resources. It is cynical but but the UN were to change this, it would cause problems for the global economy.
