I’m pretty sure Shalltear is the strongest of all Guardians as it was stated in the Anime/Light Novel. Albedo on the other hand has the best Defence of all Guardians, her combat abilities and intelligence are second only to Shalltear and Demiurge, respectively. Albedo has the highest defense stats of any Guardian and can act as a tank, shrugging off the enemies most powerful attacks like they're nothing.

Shalltear is considered the second strongest NPC in Nazarick, only behind Albedo’s youngest sister, who we may never even meet, but is the strongest of all. Shalltear is also weaker than the strongest Supreme Being, Touch Me. The main reason Ainz was able to defeat Shalltear and why he is considered strong is because of his intelligence in battle and his access to incredibly overpowered items. His build itself is relatively weak in PvP compared to Shalltear, whose build was min-maxed to be ridiculously powerful, especially in one-on-one fights. Of course, in the new world, ains build makes him a god, even if it was more of a roleplay build in the game. Shalltear’s combat style is overwhelming, combining raw strength with the ability to heal herself mid-fight. Ainz had to create and perfectly execute a specific plan to defeat her, as this was a life-or-death battle for him. If Shalltear fought as smart as Ainz, there is no way she should lose a one-on-one fight. This was not a fight where Ainz played around; it was very serious, and everything was on the line. Shalltear is insanely strong, but her lack of tactical thinking is her biggest weakness. She also knows she is insanely strong, which makes her arrogant in battle. Also, the eye you see that distracts Shalltear at the very end was Auras doing.
