The way it was explained, it might just be that the fruits have side effects and because of that they named it devil fruit. But if you want the literal aproach, the pact would be made with the devil, not the sea, but "mother ocean" would hate you for making such pact and make you feel weak while underwater.

2023-09-08 06:12:09 +0000 UTCJust to add on to the non-spoilery explanations, the pact is that basically you become dead in the water at the contact of seawater, so yes thats why devil fruit eaters cannot swim, you cant swim if you basically become weak to the point of immobilization. luffy might have been able to swim as a child, but as soon as he ate the devil fruit, his swimming ability was rendered useless. Its a great flaw in a world of oceans and sailing.
