The main concept behind the image is that the part of the costume the two people are wearing, namely the chest, has transformed into the real thing. The guy has part of his Jasmine costume on, which is why his chest has fully transformed into a woman's. Likewise, the girl has Frankenstein's chest because she put it on but doesn't have Frankenstein's legs on yet.

If it was a guy turning into Frankenstein that makes more sense , but because you show his pants falling down , looks like the person is regressing into a little girl ..why would that happen if they dressed like Frankenstein , unless you are saying the girl dressed up as Frankenstein, then maybe she should be taller than the other guy 🤔
