If I understand the question correctly, so I have the main "points" of the story mapped out that involves the specific characters and their role in it. The gap in between those "points" is the space that are filled with the various side quests/scenes to push characters to the needed progression level. So ideas for those side scenes/quests are not 100% set, they are changing during the development process, from patrons suggestions, etc

Or, is it a bit of where the patrons go (in who they want to focus on) or just the characters themselves who sort of step out of the story and demand action? Just curious.
