If the ritual wasn't able to make them completely harmless to the dragons he'd probably just kill them all. Information will probably leak eventually, but the binding would likely punish them if they did so maliciously.

Could there be a chance that some of the ambassadors take what they learned here, and use it for their own benifit later? Some of the ambassadors seem to just be goobers. Helen and Damien, in particular. Also, looks like Lucian has acquired his second demon free retirement home. The Dragonwarden just gave him a lifetime invitation, and there are no take backs on something like that.
