I think you got the story of Maarva's husband right. He was trying to deescalate things, got punished and hung. Maarv'as husband's name was "Clem." So that's why Andor picked Clem as his name during the Aldhani heist. It was his adoptive father's name. If Cassian had come back with Vel he probably would have been paid but they would probably demand that Cassian keep working for them. But since he's on the run now he's a vulnerability to Luthen and his network. Luthen is cold. When Mon Mothma says people will suffer, his reply is something like, "Yeah that's the idea." Supervisor Dedra Meero is interesting. On one hand we don't want the Empire to figure this stuff out. But on the other hand Meero is a good detective and it's cool that she's so good at her job while the office politics are trying to undermine her. It's hard not to root for her a little. At this point I feel like I can mention that this show is told in multiple story arcs. The first 3 episode were the beginning arc, the heist was another arc and as you mentioned the show is changing again, we're moving into another story arc. I'm loving these reactions so much. He is also like Mon Mothma a Character that first appeared as a background actor in the Original Trilogie (played by a different guy at the time obvs) He also has a bigger role in Clone Wars especially in the first episodes, It's kinda hard to make the connection, but he was the admiral with the stylish mustache haha
