The scene at the start actually happened, it's where his mom got the Sandevistan, the piece of tech, but David didn't control it. He bought the XBD to experience it. The show takes place in LA, I believe just before 2077 when the game is set. Or rather, the area LA was or maybe an LA analogue. It's definitely the SoCal area. Night City.

On a side note if your brother didn't tell you, this is based on the game cyberpunk 2077. The cybernetics and enhancements are just a part of everyday life but it is funny that with all this technology how detached everyone is from everyone. Although I guess we are already seeing that now. People are all into their phones and even simple things like getting groceries or getting some restaurant food doesn't even require you to talk to another person. It does make me interested and scared what the future will hold.
