These were the Senior Bureaucrats (like Ramius' wife's uncle) who had all the perks, including summer houses on the Black Sea and access to western goods. Every society ever has a hypercompetitive privileged class.

The political officer was a representative of the communist party, sort of an observer but with authority to override anyone, even the Captain. Notice how the doctor (Tim Curry) assumes they will return to port because they can't put to sea without a political officer.
