I think the general consensus is that The Arrow, when it pierces the stand, makes the stand get the ability to fulfill whatever the user wishes for in the moment. Polnereff wanted to get the arrow away from Diavolo so Chariot got a power that allowed him to keep the arrow away from stand users. And Giorno allows him to do something similar.
