2021-11-17 00:12:00 +0000 UTCYea there's a line where Polnareff says he controlled all communication and that even society which had been taken control of by Diavolo had isolated him. It makes even more sense when you think about what Polnareff went through in part 3. He lost the closest friends he had ever had and most of their deaths were due to him not being strong enough and needing other people to have his back. Calling Jotaro would mean having to risk another friend. This is an older Polnareff traumatized by his past.

2021-11-16 19:28:22 +0000 UTCiirc Diavolo had all communication monitored so that any call for help might be stopped before Jotaro and his crew could arrive in time for help. I guess Polnareff didn't want to put his friend in danger due to Diavolo's influence in the whole country. So he must have been monitoring the gang's activities this whole time and when he saw Bruno and Giorno fucking up Diavolo's gang along with the internal conflict of his assassination team, Polnareff decided to reach out.
