Lady Loki is a real thing. The original Norse mythology describes Loki as the definition that we consider now to be gender fluid. Loki would appear as often as a woman as a man, and gave birth to many people and creatures as a woman. As far the what happened at the end, all of the reset charges were dropped into the sacred timeline and created a LOT of different nexus events all at once, which is gonna send the TVA into defcon one. Code 000 as they call it would be the worst-case scenario they now have to deal with . The judge that is Mobius boss is Ravonna Slayer. She reports to the Time-Keepers, as they are too busy to be bothered with the day to day stuff

I think she might come from a timeline that existed before whatever the time keeper adid what they did to making all universe have to stay in a current continuity. I think she want every thing to go back to normal where alll the universe able to do what they want without being controlled by the tva. If she is not lady loki but Enchantress she might be doing this all because they stop the possibly that her loki could ever exist. Enchantress is usually loki partner. OR a loki from a old muti-veser put his mind in a enchantress trying to hide from the tva.

I think the idea behind Loki's "No one who's bad is ever truly bad." was referring to Lady Loki, who despite killing several TVA officers and being clearly evil from what we've seen, felt the need to comfort a scared child by giving them candy. I'm excited to see what her real motivation is.
