in the manga, monoma didnt have lightning, he had that glow like midoriya had when he got OFA for the first time

He can copy any quirk but only the base of the quirk. since One for All started as only a quirk that could be passed along to other people that's all Monoma got. he get's people's quirks at "factory default setting" which also is a great way to end the whole "what if someone tries to steal/copy One for All from Deku" debate, aka they can but they'll only get the "power sharing" quirk it was originally

2021-06-09 16:49:26 +0000 UTCI wonder why he had the green electricity though. I think they said in a previous episode that he could copy Fatgum's power, but not the energy he built up - so maybe this is the same. He's getting base one for all, before it was passed down.
