Shoto is my favorite, but he has always struggled with using both his ice and fire at the same time with any level of control. The only time it was ever done was his first fight with Deku, when he went Super Nova and blew up the stadium lol. I would also say that extremely heating and then rapidly cooling steel wouldn't do as much. But, heat wise, you need about 1100F is start to break down steel in real life, so maybe it was the same and he was about to melt him

2021-05-23 10:39:53 +0000 UTCI think he was having difficulty using his ice while using fire. Maybe he needed more concentration (despite having trained and shown to use fire and ice simultaneously). If he was having difficulty using them simultaneously, maybe even the alternative of turning his fire off for a second to switch to ice wasn't an option either.

2021-05-21 11:14:35 +0000 UTCFair point, but it might've solidified his body harshly enough to make him slower than Todoroki can react, while simultaneously giving Todoroki a reprieve from his overheating. One thing I do hope they kinda showcase at some point is what whappens when Todoroki goes Plus Ultra on the Freezing side of his powers. Like, could he get close to absolute Zero, or some shit? That'd be cool. A lot of applications for that. Like, he could just touch a guy a steal so much thermal energy from them so quickly that it'd be something on par with what Emilia from Re:Zero can do. He could just suck the thermal energy from the Atmosphere and flash-freeze a city!

The reason why it usually stops people is because their skin gets frozen as well and moving would cause a lot of pain but since his skin is steel he can move without worry. Also, rapidly heating and cooling steel only makes it harder so I don't think it would have helped here.
