That's sometimes true but it's certainly not the rule. I can think of two other big exceptions off the top of my head just from this part.

Joseph has excellent intelligence, physical fitness, and hamon training, so his stand is weaker in comparison to most others we've seen. Alessi is stupid enough to get outsmarted by a child, and pathetic enough to get beat up by a child. To counterbalance this, his stand is extremely powerful. The most powerful stands tend to be balanced out by a relatively weak/unintelligent user, a user with a significant weakness, and/or a user with a strict personal code that prevents them from fully utilizing their stand to it's maximum potential. There are notable exceptions (Jotaro himself being one of them), but it's a good rule of thumb. Great reaction as always!
