So first off, that scene where roswaal killed ram and garfiel and then beat the shit out of subaru, he did that because he wanted to speak freely with subaru and also he knows that subaru has a way to start over and try again to get a better outcome the next time. He constantly kicks him because he assumes that subaru can control it at will, but doesn't know it requires him to die before he can start over.
Now to get deeper, this episode really touches on a big question. How long has roswaal been controlling things? Because if we assume that he's been puppeteering the witch's cult, maylie and elsa then every enemy encounter subaru has had (maybe minus the white whale) was because of roswaal. We know he has the other tome of wisdom that tells the future and I'm pretty sure he's had it possibly a long ass time so it really gets you thinking.
Also I wouldn't say he's good or bad. For him he's just doing what needs to be done to reach his goal. I'm pretty sure he's human too but they'll kind of explain why he's this way. Not directly though so it's something you'll have to pick up on.
