to explain a tiny bit about the disclaimer at the beginning, the original stardust crusaders OVA got banned in a bunch of countries for its depiction of a religious text and mosques being destroyed. also, the constant music references. so they're careful about it

Kind of like how jonathan had to deal with random vampires and then mini bosses before actually getting to dio. It definitely would be better if some of these villains had like some big backstory or something driving but nah.
