I believe rem went with crusch and the rest of her people after the whale fight when everybody decided to split off. Also not a spoiler but just clarifying that emilia is not half-witch. At least I don't think she is. I think maybe satella wants to take over emilia because she's a half elf just like her so there wouldn't be any compatibility issues? Like a regular human wouldn't be able to handle her power/presence or something.
