Owens and Edgar are just making a calculated decision and feel like they have enough control to protect themselves. Edgar probably just has such a tight grip on Noir's mind that between that and being in control of the corporation probably gives him a false sense of security. I mean The Boys can put up a fight and they don't have half the resources or understanding that Edgar has.
