My interpretation is the danger from the faulty wire triggered the anxiety initially, and everything he had been keeping in piled onto it for the full blown panic attack. I think being alone down there made him feel like he could show some vulnerability and let out the stress, which might be the reason he volunteered to go in even though Kai was the demolitions expert. He hasn't really had a moment completely alone until then.

Jimmy's response to the 'what does The Law mean to you' question is beautiful and thoughtful and shows Jimmy at his best, but the committee doesn't care about Jimmy. They know Chuck and they want to make the whole thing about him. They don't care who Jimmy is; they just want the sob story. It's like Jimmy can never escape from Chuck's shadow even after he is dead.

He really thinks no one, even someone who truly loves him, will ever see past his mistakes. Chuck really poisoned Jimmy's sense of what it means to be in a loving relationship. It really stands in the way of him ever making any changes.
