Hahah, I love how controversial this is. Let's put it in perspective though. Rem, herself brutally attacked and killed Subaru in a previous life. I would find it hard to love someone after that even if that's Rem (Whom I love, very much). Emilia was the first person who treated Subaru with kindness in this new world and has never lifted a finger to hurt him. Fair enough, in this timeline, Rem hasn't done anything wrong, but don't tell me you wouldn't at least have conflicted feelings for someone who brutally killed you once :P

However, Rem knew from the beginning that Subaru loves Emilia. That's why she refused him in the first place. Because she knew that if he left with her, he would be abandoning who he truly was and she didn't want to see that happen.
