Ursa heard about it, and proposed a different plan - she killed Azulon, and the punishment for treason is banishment. Additionally, Azula knew about the invasion plan because the Earth King had loose lips and told the "Kyoshi Warriors" (Azula and her friends in disguise) all about it.
