He already knew he wasn't going to get the premium back because that's just how insurance works and he started the episode talking about it on the phone. He just needed to play the part of someone trying to get their premium back to explain why he was talking to them.

I agree with mal about the crying. I think Jimmy initially went in to see if he could get the refund and started to cry when he realized how much money he would have to pay. Then he connected everything back to Chuck and got pissed and decided to get even with him. At the end, he is obviously faking it, but I think he used his real tears to sell his con.

People are always debating whether his crying at the end is real or an act... I personally read it as him starting to actually cry, and then after he closes his eyes the first time, he gets angry because he feels like this is all Chuck's fault, and he immediately flips it into an act to weaponize it against him
