This is a show, that scene was very exaggerated. The cops escalated the situation immensely and using a taser immediately like that on someone not showing signs of aggression or resisting physically (especially when it's an older man) is not normal protocol. Was this real life then they should be fired or HEAVILY re-trained.

If you were in your car and not step out when they tell you to, they can break your window. Not saying this is right or even the best way, just saying this what they are trained to do. That woman should have confronted him and hashed it out themselves before calling the police but to be fair she is old and probably as suspicious as you about people with space blankets that steal your stuff. So "crazy" man steals old lady's paper, refuses to talk to cops, and his house looks like a meth lab in a state suffering from a meth problem. They had probable cause. Still you are right this should have been handled better but the cops followed protocol.
