I'm gonna just say that the Kurta massacre wasn't clean. For their eyes to shine at their brightest the Kurta have to undergo intense emotions. The Phantom Troupe made sure to torture and kill the children, then women, then men to get the eyes in their best form before they stole them. It's really easy to forget how vile they can be, but I think it's just a testament to how well they're written; they don't come off stereotypical villains 24/7, but they are casually serial killers (hell, Feitan and Phinks engaged in a friendly competition to see who could kill the most people in Greed Island).
