Imon was pretty much spot on with her deduction regarding the message. Essentially it is in regards to maintaining balance within the circle of life. I know Abi stated that they are killing humans so they are bad, however that is how balance is maintained. The entire cycle of life revolves around life forms killing each other for food to thin numbers so nothing gets thrown out of balance by a species becoming overpopulated which would put all life in danger. "The Great Goat War" is an example of what overpopulation of a species can do to an ecosystem. So in the end, the mayor and tamiya are essentially right in their fictional world at least. Since, in real life humans have plenty of ways to die that keeps their numbers in check.
