Yh if you think nen amount = strength hisoka would be quite weak, the only reason he’s so strong is the versatility and multi purpose style of his Nen

He trained to purposely turn his eyes scarlet so that he could use Specialist powers, that was part 1. Then he set a condition that he would die if he used Chain Jail (forced Zetsu) on anyone that wasn't a member of the Troupe, that was part 2. Then he spent weeks with his nen chains constantly manifested on his hand so that everyone would think they were real chains that he manipulated rather than nen chains that he conjured, that was part 3. If he hadn't tricked Uvo and everyone else into thinking they were real chains he would never have been able to wrap invisible chains (by using "In" on his nen chains) around Uvo. If Uvogin felt the need to use Gyo on his eyes, Kurapika could not have defeated him. While raw power is important, and a big enough gap can dwarf tactical advantages, the power system in this anime is nothing like something like Dragonball Z. One person's nen ability can completely negate another's.
