It's kinda funny how these types of shows make people think... The Peaky Blinders some old school gangsters who do a whole lot of evil shit for money and power are admired but the police(Cambell) who yes does evil shit but for the sake of catching evil people are looked at as Villians. Also I think you two missed the whole point of the trip to London, as Tommy said to Polly the Jews in London are losing the war there and he wanted to use them has a foothold to get in on business there. That's why at the club he gave that Jesus speech about the people on the backfoot cause he knew it would get the attention of the Jews. He knew full well there would be backlash from the Italians. Also this maybe considered a spoiler in a way but when i watched this episode it was obvious to me the book keeper Cambell is talking about is Thomas... Cambell says something like a book keeper that he has past history with that he will dispose of once hes served his purpose... Well Thomas runs the tracks and the bets(book keeper) and has past history with Cambell who we know would love to see him dead.
