Also the reason why there was only 404 instead of 405 is because Hisoka hurt the guy that bumped into him and that guy couldn’t go on with Phase One of the exam so by default he was disqualified. Hisoka isn’t a nice person but he is an amazing character! Any one can take the Hunter Exams, they just need to pass the tests. So basically if you’re bad or good it doesn’t matter you just need to pass. It has nothing to do with you’re sense of morality at all. I hope this helps :)
