It happened either before, or while she was talking to Natsu on the street. Throw it all away was referring to her clothing ๐ฅฒ Rogue is also made to look very uncomfortable during it the ordeal as well.

Originally it was a much longer scene and when they kicked her out they made her strip naked in front of everyone. Been awhile since I watched this so I don't know when this censorship happened. Could also be they do another flashback later showing more of that scene I dunno.
