This What If Story is set after S4 shortly after the whole Tiger Claw Cult in case your wondering. The Krang came back for revenge from dimension X. Splinter and Shredder would be dead at this point. it’s non canon.

But rumor has it that, even though the creative team always intended this to be a What-If scenario, the heads of Nickelodeon were concerned kids would get confused and think this was a canon ending. So supposedly that's why they aired the arcs out of production order.
