But given just how insanely powerful they are nothing is really stopping them and no they don't have weaknesses like a kryptonite so no you can't arrest them either unless they let you, other then their own moral compass which is why they are so dangerous. You have to another S-rank of equal or greater strength to stop them and S's aren't particularly common. They are basically walking nukes, countries keep them in check by making sure they get paid handsomely and other privileges. A nations national power very much hinges on how many S-Ranks they have much like our real does the same with military strength and nukes. This is never shown in the anime but for example some third world countries are just outright ruled by S-Ranks as kings or warlords, to give you an idea as to why most of the time its in a countries best interests to let certain S-Ranks just do what they want to keep them on their side. So yeah S-Ranks are very much big deals. As for some bonus facts for Korea where this story takes place it only produced 9 S-ranks total as of this episode with one being the asshole that wants to kill Sung Jinwoo our main character and was bought off by the U.S to live and work there and another 2 who have retired so realistically there are only 7 active S-Ranks in Korea which is an insanely small number when compared to other countries. Sorry for the long comment but I really enjoy the world building of Solo Leveling which is very well thought out despite the story being pretty simple.
