Toriyama talked about it sparingly before he passed, but he did say Super Saiyan is a biological ability caused by mutation, so the theory with Goten is that because Goku “unlocked” Super Saiyan before he conceived Goten he passed down the Super Saiyan ability pre-unlocked.
