I really hope we find out. I want to know who the real big bad is, you know? But it also might be just a bunch of really lost people that were led astray by fear. Like, Lucifer is considered 'Fallen' by the audience, but I don't know if that's actually a THING in the universe of Hazbin. In Helluva boss, the Cherubs are blocked from returning, and Lucifer tells Charlie that he can't go with her to Heaven...but Vaggie has no problem entering again, even though she was also kicked out. It seems that 'falling' in this universe is symbolic at best for angels.
so, if, at some point early on, Lucifer has just been kicked out, and humanity is starting to get up to some dark stuff, but no one is really sure how it's chosen if a soul goes to heaven or hell, but more seem to be going to hell...well, Lucifer already tried to spread his ideas once. What if more angels listen to him this time? Do souls actually give power to their respective realms? If everyone who dies and becomes a sinner or a saint or whatever, and all have the ability to gain power after they die, then it does stand to reason that Hell's sinners are going to TRY to gain power more so than Heaven's dead. I can see the angels panicking about that, about the demons coming to Heaven and absolutely wrecking the souls that are already there, so they agree something must be done to ensure they can't rise up.
TL;DR I dunno if there is actually one big bad, or if it was a lot of people making bad decisions a long time ago out of fear that has since spiraled into something truly monstrous. I also doubt we will get a solid answer for it this season.
