Episode 277 is a bit confusing on the first watch, but Professor Clover is basically saying the World Government was founded 800 years ago during the blank century. They faced an opposing nation, the Kingdom he mentions, which is a direct enemy of the World Government. He's saying the World Government is trying so hard to hide this history about this Kingdom's ideology because they are scared of the truth being made public. The line in the anime is, "If the current World Government was the "enemy" of those that ceased to exist, one could think that the "Blank Century" is an inconvenient history."
