The reason for Stoic (the chief) saying: Everytime you step outside, disaster follows is because Stoic was helping the villagers contain three or four deadly nadders (the ones they had thrown a net over), but because Stoic had to leave to save Hiccup from the monstrous nightmare (the dragon that sets himself on fire), the contained dragons escaped with a massive amount of sheep. That's what Stoic is referring to in this case :)
