We see quite the contrast in how criminals in the undercity are treated by enforcers and how their treated up in piltover. Marcus was about to shoot fleeing children while, Jayce was given a cushy cell, a fair trial, and got off essencially scott free (aside from being unable to continue his studys) despite doing a crime that should have banished him
