I wouldn't be too preoccupied with Guessing which characters are league characters you don't need to have a bunch of knowledge to understand things. 2 things I have to say about this episode. 1. Vander is aging and his reputation as "hound of the underground" keeps people in check. But now he's getting comfortable "living in someone elses shadow. 2, small lore bit (spoiler free) The enforcers wear masks because piltovers industrialization and mining of the undercity has led to the undercitys air and water being contaminated and passively toxic. Poisoning those that live down there. Those that are rich enough were able to move to piltover when it happend but all the poor factory workers and miners still have to live in the filth
