The tragic thing here is that Powder COULD have been ready. She is an engineering child genius who can also shoot like she trained for decades. With the right guidence, had she not been left alone she could have made a good impact. Problem is, that neither Vander nor Vi have the capacities and resources to give her enough guidance. They are too focused on surviving the harsh and deprived reality of the Undercity. Maybe if Vi came to the conclusion that Powder would definitely not stay home if she is fearing for the life of her family and that it would have been better to just take Powder with her and keep an eye on her, things would have turned out a lot different. On top of all that Powder and Vi are both traumatized. You see it a lot for Powder; the scribbly Flashes/Hallucinations in the prologue of the first episode, the freezing in place when she experiences violence, the "tantrum" (a better word in my opinion would be mental breakdown or panic attack), the abandonment issues. You don't see it that much from Vi, but when she talks to Vander on the bridge you can hear the war scenes replaying in her head, a common indicator for PTSD. Everyone watching Arcane for the first time loves to play the blame game, like oh, its Powders fault, its Vi's fault, its Silcos fault, but a lot of the things happening are just the natural progression of the circumstances.

"Explosive little ending" Oh boy oh boy... My favourite thing Arcane does is it IMMEDIATELY follows its fight scenes/violence with DEVASTATING consequences for both the victorious party and the losers. Every time, without fail. Fight in the streets with the other kids? Immediately followed by a slow motion shot of the fear on Powder's face (reminding us these are kids that are traumatised), her running away and losing their haul. This final scene, we're all hyped for Powder's bomb to work and are then immediately reminded that she is a little kid and has not thought through the consequences. They were home free. They were through the wall, they would have been fine. But now everyone is dead and Powder is in Silco's clutches. Vi slaps her little sister in a moment of raw emotion, regrets it immediately, but as you pointed out very well, that ws all the devil needed to swoop in. We get a hype scene of a fight that any other action franchise would relish and celebrate, but Arcane immediately reminds us of the horrific cost of violence.
