Tao clearly has some Post Goku Stress Disorder. Just a quick reminder, he was working for the RR army when he faced Goku in OG Dragon Ball, and the whole Androids + Cell arc (or "multi-arc", depending on how you count it) was caused by a remnant of the RR, so it was quite on point to include him in these fillers.
