So, when we vote for one, 2 or 3 (already merged) are picked. I propose that 2 or 3 are picked separately (via voting) and then merged. No difference really in how fast they go.

2023-08-11 05:47:59 +0000 UTCA suggestion, not for a level but for this voting system. 1. Remove low voted suggestions. Not forever. Keep them in your own list for future use, but remove them from these voting posts. 2. Break the rest into singular themes (they are now combined in pairs and triples). 3. Put those to vote, individually. 4. When the voting is done, take 2 or 3 most voted for and combine them. There is no reason to have predefined combos. Instead, combine the popular ones. The queue will be longer (hence the need for step 1), but it'll also empty more quickly (as you'll be picking 2-3 in each vote, not just one), so that bit won't really change. But the players will get more preferred levels (combined together).
