The schools have less oversight and are less regulated and can pick their students. But still technically “public”. There are some instances where a community welcomes a Charter since their existing public schools are so bad. But often the Charter dynamic is what you see in this episode. Tldr; private entities funding a schools so they can control and brand it and pick their students.
