I think a good way to think about how fusion works in terms of it being 1 person or multiple people is to look back on examples on when fusions felt like they were talking as if it was multiple people (I only use examples shown in previous episodes don't worry). When Alexandrite started having conversations with herself it was because she was eating, some which Amethyst like but Pearl didn't. In the Stevonnie episode, there were those moments when they were talking to each other but it's because they were feeling conflicted (for example: from dancing). Due to this conflict, the fusions began to become unstable and soon after those prior examples, they unfused. On the other hand, the more united a fusion feels, the more they feel like one person. The prime example of this is Sugilite who, after being fused for a while, refused to un-fuse because she felt like she was just Sugilite now.
