Well, the reason that Goblins are so underestimated and considered weak is because they are small and primitive. However as you've seen, while they may not be smart they are cunning and viscous. They mainly pickoff livestock from farms or abduct women from small towns, so the only adventurers who go after them are typically noobs who think their in for an easy first job or something. Those guys often die or if some do live then the experience is traumatic enough to make them quit and not talk about it, which maintains the ignorance.
