Kir is not new, it's just that Haibara doesn't know everybody in the organisation. By the way, Kir is a French cocktail. In Detective Conan Male have strong alcohol (Gin, Vodka, Korn, Pisco, Calvados), Female have less strong alcohol (Chianti, Vermouth, Kir, Sherry).
