That is super challenging with D&D 5e - the system is just not designed in such a way to easily achieve those goals. FWIW, PF2e suffers from neither of those issues that I've seen thus far since I began playing it. (I know this doesn't exactly help...but it's what immediately came to mind.) I would start with increasing DAMAGE and not hit points. More damage output makes things far more interesting; more hit points on monsters just makes combat take longer. If you want a somewhat challenging combat, the trick is to make sure that the monsters are able to put out enough damage per round that they could drop a PC (if they focus fire, and if all attacks hit). That will make things interesting.
