Yeah, they could be just a bad batch. But I suspect "relabeled" rejects to be what they are. Testing would have never lets these parts out. But employees have figured out how to grab them from the trash, put on new writing and put them back into the parts stream. It generates a pure profit. And when you are poor... that's all you really care about. You don't care that some bloke in England got them and his new synth design is bollixed.
