GotSIS Lore Compendium: SHIELD CLASSIFIED- Supersoldier Projects - I

The Arms race began from the day the first empire was laid, and the first army was formed. Everything from the sword and the bow and arrow to the most devastating nuclear bombs have been a part of the race as kingdoms, empires, and countries sought to give themselves an edge over one another. To achieve military superiority.

In this advent, multiple forms of warfare were invented. From biological to nuclear.

But, at the end of 1930’s a new form of warfare emerged. One which was the most subtle, and perhaps the most dangerous of all. Genetic warfare. Or, as the world knew it, Supersoldier projects.

Starting with the success of the creation of Captain America, these projects kicked off all over the world, most ending in a spectacular disaster or a disastrous success. But a select few achieved something. And those who did, remained etched in history, even those heavily redacted and buried.

The most prominent of the first few Supersoldier projects are:

• PROJECT REBIRTH: 

Project Rebirth, led by Dr. Abraham Erskine in collaboration with Howard Stark, was a top-secret United States government initiative launched in the end of 1930’s during World War II. Its objective was to develop and deploy the Super Soldier Serum, aiming to transform Allied troops into enhanced soldiers capable of turning the tide against the Axis powers.

The project was jointly overseen by the Strategic Scientific Reserve and the U.S. Army’s Infantry Weapons Development Program. Its first and only successful subject was Steve Rogers, who emerged from the process as Captain America, a living symbol of American strength and resilience.

However, soon after the initial success, the project was sabotaged by HYDRA operatives. Dr. Erskine was assassinated during the attack, and the last remaining vial of the serum was stolen. Steve Rogers intervened in an attempt to recover it, but in the ensuing struggle, the vial was shattered—rendering the formula lost forever.

Project Rebirth became the world's first—and most successful—super soldier program, setting a benchmark that has never been surpassed. Despite countless attempts across decades, Steve Rogers remains the only subject to emerge from such a program with unmatched physical enhancements and no adverse side effects.

• PROJECT EXCALIBUR

Launched around the same time as Project Rebirth during World War II, EXCALIBUR was a covert British initiative operated under the authority of the Crown and led by the British Secret Service. Unlike the scientific path pursued by its American counterpart, EXCALIBUR took an esoteric approach—seeking answers not through laboratories and formulas, but from forces that lay beyond the boundaries of science.

This mystical direction was driven by intelligence surrounding the Tesseract and other ancient artifacts that had begun to tilt the balance of power in HYDRA’s favor. In response, Britain turned to its deep-rooted legacy of magic and myth—drawing from the legends of Avalon, Camelot, and other arcane sources to forge its own breed of superhuman defenders.

Among EXCALIBUR’s most enigmatic agents were the elusive and fabled Union Jack and the strikingly powerful Spitfire. Their identities remained classified, hidden even from much of the military establishment. They operated in the shadows, supported by a small, trusted unit who alone knew the truth of their origins and abilities. Their mission: to confront the supernatural threats HYDRA had unleashed, including monstrous adversaries like Baron Blood.

Though shrouded in secrecy, EXCALIBUR did at times collaborate with their American counterparts—fighting alongside Captain America, Peggy Carter, and the Howling Commandos. Together, they waged a war that most never knew was fought. And when the guns fell silent, they took their secrets to the grave.

Today, what little remains of EXCALIBUR survives only in heavily redacted files, buried deep within government archives. The sole living repository of their missions is Spitfire herself—forever changed after a fateful encounter with Baron Blood left her part-vampire, part-legend.

• The Red Room- Winter Soldier Program: 

The darkest legacy of the super soldier race to emerge in the waning days of World War II was the Soviet Union’s response to Captain America and Union Jack: the Red Room. Conceived as Russia’s answer to Western superhuman programs, the Red Room initially struggled to replicate the scientific breakthroughs of Project Rebirth and EXCALIBUR.

But by the late 1950s, everything changed.

In a chilling success, Soviet scientists cracked the code. They engineered their first enhanced human since Steve Rogers—not through magic or myth, but raw, brutal science. Their subject: Sergeant James Buchanan Barnes, presumed dead, but secretly captured after falling from a train in Europe. Outfitted with a cybernetic arm and subjected to intense brainwashing, Barnes became the perfect weapon.

With the help of their synthesized Super Soldier Serum, codenamed the Infinity Formula, the Soviets forged a living ghost: The Winter Soldier—a relentless assassin with no memory, no mercy, and no equal.

Fortunately or unfortunately, other powers had caught wind of it, including the newly minted Assistant Director of SHIELD, Peggy Carter. With her old Allies, Union Jack and Spitfire, SHIELD laid waste to their facility, and Peggy Carter personally destroyed the Infinity Formula and all the information that the Red Room had on it.

Despite the purge, the Red Room managed to squirrel away bits and pieces of the project, including the winter soldier and a few half-experimented men, who remained in Cryo-sleep. 

When the cold war kicked off, the Winter Soldier, AKA Bucky Barnes, the only success of the Winter Soldier program was awoken and called to Russia’s aid.

• WEAPONS PLUS- THE BLACK PATRIOT:

One of the darkest and least acknowledged chapters in American history is the Weapons Plus Project, a Cold War-era joint operation conducted by the U.S. Army and the CIA. In their desperate attempt to replicate the success of Project Rebirth—and recreate another Steve Rogers—the government initiated unethical human experimentation under a veil of absolute secrecy.

With Dr. Abraham Erskine’s original serum lost, the military turned to inhumane alternatives. They forcibly recruited 300 African American soldiers as test subjects, exploiting them in a covert program to reverse-engineer the Super Soldier Serum. To conceal the atrocities, families of these men were sent fabricated letters, falsely reporting their deaths in service.

The experiments were brutal. Only a handful survived the horrific process. Those who did were transformed into enhanced soldiers—not quite at Steve Rogers' level, but stronger, faster, and more resilient than any ordinary man. These survivors were forged into a secret black-ops unit, sent on deniable missions the world would never know about.

Yet, of them, only one, Elijah Bradley, survived the Cold War, the rest perishing at the hands of Russia’s Winter Soldier.

Nearly unaging, Elijah Bradley is the sole surviving member of the First run of the Weapons plus project, still alive and on the run from the US Army and CIA for the secrets in his blood.

• The Red Room- The Red Guardian:

In the aftermath of the Cold War, Russia placed the Winter Soldier back into cryogenic stasis. His returning memories and increasingly unpredictable behavior made him a liability. With Bucky Barnes sidelined, the Soviet focus shifted toward expanding their Super Soldier arsenal, drawing on remnants of the Winter Soldier Program and fragments of Dr. Abraham Erskine’s original serum—the same flawed version that had created the Red Skull.

This new initiative tested the serum on dozens of subjects. Most perished from the process, while the few survivors exhibited enhanced strength and speed—though not without severe side effects. Among them, the most stable and powerful was Alexei Shostakov. Unlike the others, Alexei retained full mental faculties and gained physical capabilities nearly rivaling the Red Skull himself.

Despite this apparent success, the Soviet Union had no intention of deploying its enhanced soldiers on the front lines. Instead, the survivors were repurposed—assigned to build and reinforce a reimagined Red Room. These enhanced operatives became trainers and commanders, part of a broader strategy to replicate and surpass the growing global influence of S.H.I.E.L.D.

One of these enhanced soldiers, General Dreykov, rose to power and took command of the Red Room. Infused with a variation of the serum, he introduced a regime of brutal psychological conditioning, surgical control, and biochemical manipulation. 

Under his leadership, the Red Room became a crucible of terror—producing elite assassins and enhanced individuals, including the Black Widow.
